Show blog rules ( warning) before posting a blog

I have strict rules when allowing my members to post a blog on my site. I do would like a note or text to either pop up or show up when a member tries to post a blog post.

Something to the effect of :

All blogs posts must not contain any marketing material, pricing or advertisement for your products and or company. Blog posts are strictly used to post news, informed opinions, and general security information. 

Can this be done?

This can be done. It would take custom code, and not something I could write in a few minutes.
