Go to Manage>Features and drag them out of your main column to the area on the left. Tabs will remain, along with the applications on their pages which can be accessed via tabs.

i did try that and the left is redded out and it will not allow me to drag and drop. Any other ideas?

It sounds to me that there's a bug involved, and I don't know what. In cases like this, you'll probably need to submit a Ning Support ticket.
