In regards to your questions:
The Showcase Ranking is a part of the former 3rd party scripts: Scripts4Ning or S4N. Ning took on the maintenance and support of the scripts, and no longer make them available to new members - - sorry for that not so good, news.
Good news though, on the red toolbar. All you have to do is follow these instructions (Summary: You request invitation, and it takes a few days to receive.):
