wall fm is going to start charging cause im on there. im closeing my account there. im also on social paradox its a great site its free and a pay version too if you want to pay. its just like ning. ive made nearly 20 networks there and on plent of my friends networks too just go to .......http://www.socialparadox.com/. im a platform admin there. im on the free version.you can add your own background them to it also like ning does.

You can try building a network on http://smallcommunities.mixxt.com/

It's free for small networks, although I don't know the whole range of features, etc. 

You can also try spruz.com, they offer free sites. 

Grou.ps has a few deals at a ridiculously low price, like 2$ and up and they have some nice features.
