In the past we had a setting under member controls, I think. I just had a big issue with this, couldn't find it. It's not like I set up new networks everyday, I design them. LOL. Anyhow, couldn't figure out what the heck was going on, the setting disappeared. According to fellow Network Creators (FedMedic and Chris) on Creators:

Now you have to add a profile question, select the type: photo. Check on Require Photo.

BTW is there any solutions in order to display more than 12 questions???

No sorry, I don't believe this is possible. You may see older sites with more questions. But, this was before the limitation was implemented. There are a few default system questions like date of birth, that I don't think count in the limitation. This may also be true of the photo, but not sure.
