Here's a great place on our site to add support questions:

This would take special customization. I am only seeing the pop-up on a specific page:

They have added customized code to their Analytics box called "signup-alert":
$('#signup-alert').signupLightbox();

They test to see if visitor is on the engagement page, and how many times. There's a good deal of custom code.

So, bottom line is: you'll probably need to hire someone, or teach yourself by possibly finding an online script that does a similar thing - - that will provide instructions.
