The only way I know of to build a live preview for no cost, is to use Member Profiles. But, even that won't work well if you're building site themes. I suggest using a screen capture tool like Fireshot, and capture full screen.

Correct. The full screen shot is just a static image. However, when the jpg image is opened in a browser and viewed at 100%, it looks exactly like the live site.

Fireshot in particular is an extension to the FireFox, Chrome and IE Browsers.

It sounds like fireshot won't really work for you. But honestly, short of having a ning site for each theme, member profile page is the only way to somewhat build a live preview.

If I'm not mistaken, themeworx used Member Profile Pages for live previews.
