Flash?

I want a flash splash page. I need to do it myself (no budget to pay someone), but have no experience with it. Can anyone recommend a good cheap software with templates?

Also, is Flash even my best option for an exciting page?

The more I read, flash is NOT the way to go.  hmmmm
