File Manager Problems

Howdy, I am struggling with the File Manager

This picture is one on Jensocial... for ease.lol.

.Do YOU SEE the place to put a DOT...to make it a HomePage?
Everything else shows...but the place to put the DOT for me

I am using windows eight..on both my computers...and after several attempts...I tell you THERE is NO Place to put the Dot(For Me)to make it a Landing page--or anything for that matter...
What is the problem

I used the Source code to look under,...and I see that it is there...Go Figure

BTW...windows Eight is YUK!

The file you have uploaded is an image file, ending in file extension .png. You can only make an HTML file, the default home page. This is why you don't see the dot (radio button).
