Narda,

I don't think it's the tagline, hid it and didn't make a difference. I'm not crazy about this solution, but it should work. Be sure to check in all browsers. I can't for the life of me figure out what's actually causing the margin or padding. The masthead only causes 19px, and I will set that to 0. The other 20px, don't know. This will work, but I had to move the navbar up -20px, and put it on top of the stack (z-index:9999;), so the links would work.

    padding: 0!important;
}
#xg_navigation {
    top:-20px;
    position:relative;
    z-index:9999;

}
