Official Message:
A number of Network Creators, particularly those based outside the United States, have requested more time to arrange for payment and make the right decision on a plan for their network. As a result, we have
extended the deadline for selecting one of the three new plans (Ning
Mini, Plus and Pro) to August 30, 2010. Beginning on this date, we will
block access to any free Ning Network that isn't subscribed to one of
the three plans.

I actually questioned the validity of this announcement from a fellow NC on the Ning Creator site. I can't understand why Ning did not make this announcement via the Ning Blog or the Creator site.

I think they may keep on stretching the deadline as they have lost many peoples interest in pay for their service. I am certainly not one of those developers overseas that has pleaded with ning for such an extension I moved my development to wackwall. Now Jen has interested me with the new idea of the multi platform for all community site developers here on jensocial. I will henseforth help any one with problems concerning wackwall or wall.fm as they wish to call themselfs now.

Its nice to be back talking to those that remained with ning and those that found other pastures so to speak.

My opinion is Ning wish they did not stop being a free provider and I am waiting to see what they do after the new deadline.
