It is not in your appearance tab at all it is in your Settings  >>> Network Features.

1.Sign into your site and click on the "manage" tab.

2.Click on Settings

3.Click on network details

4.Down under your information on LEFT is promote then  a check box = Promote Ning in the footer

5. Untick

6. SAVE.
