How can l add this---?

l notice on some sites that in the profile questions is at the top, "All Questions Must be Answer or you will not be approve."

Is there a way l can add this in that area so people can see it before they start filling in their questions.

I have added a "preamble" to our Sign Up/Profile Question page, after they click Sign Up:

I believe this will be the same on all networks (private or public). But, I'm not positive about that.

~ Go to Manage/Language Editor
~ Click on EDIT for your Language
~ In top left search box, enter the last few words of this text:

One more step: tell the people on %1$s more about yourself. Questions marked with a lock are private and only visible to network administrators.

~ In Search Results box in right column, start adding your preamble. Be sure to enter a
or empty paragraph tag, for a line break or two.

Here is how the text looks in the Language Editor for mine. I will only include the first sentence, after the default text, above.

Nothing shows up on my profile like that-- all questions must be filled in before approval.

These instructions will add the text on the Sign-Up page, like the example below.
