It depends on the software you are using. Corels Photoimpact asks you when creating a new logo if you want it transparent. If you do, you say yes and then ALWAYS save as a .png file. Several other software packages have a similar option.

I'm using photoshop. If the logo already created, can I open it in photoshop and make the background transparent.?

It depends on if you have layers in your photoshop file, and if not, if easy to separate background out. If you do have layers, just deselect the layer for background. Save file as png file.
