Hi folks!

 I was trying to implement a footer design and due to something i must have done, it didn't implement correctly. can anyone tell me what tha heck this css is, and why it comes back after i delete it no matter what I do? I have completely stripped all custom code and css from my network and it STILL pops up. I have never seen this code at all before today. I know it hasn't been in my advanced css box before, because i have had pretty much the same thing at the top of my css for 2 years now, and this takes over the top.
