Style Question

Not sure where to post questions or if this is a good place... 

 

Anyone know how to create tabs for forum, blog, groups, etc right on the main page?  

Like this site has:

The code is custom, and a lot of it. I may try to write it for the VIP tips someday, but not sure yet.
